That could benefit small and medium dairy exporters specialising in high-value cheese and butter, beyond the usual Fonterra-dominated flows. New Zealand exporters should closely monitor the Chinese tariff reduction list to see if their own competitive categories – such as lamb and kiwifruit – are included.

Proactive engagement with cold-chain distribution networks in second- and third-tier cities will prepare them for even tougher competition over product origin in the future.
